Segment I Construction Now Complete
Friday, December 1, marked the on-time and on-budget completion of the $122 million I-64 Widening Segment I construction project, spanning approximately 5.6 miles, from west of Jefferson Avenue to just east of Yorktown Road in Newport News.
After breaking ground on Segment I in September 2015, crews worked tirelessly around the clock to construct an additional 12-foot travel lane and 12-foot shoulder in each direction on I-64, as well as:
- Repaired and widened four bridges at Fort Eustis Boulevard and the Lee Hall Reservoir
- Demolished and reconstructed two brand new bridges at Industrial Park Drive
- Lengthened the on- and off-ramps at Fort Eustis Boulevard
- Constructed starfish-stamped noise walls along the interstate
- Added low-maintenance landscaping throughout the median and corridor.
The project was delivered in only 22 months and on budget, with thanks to Shirley Contracting's hard work, and the design-build model chosen to streamline the delivery of all three segments of the I-64 Widening Project.

Segment III Contract Awarded By CTB
$178.3 Million Contract Awarded to Shirley Contracting Company
On December 6, a $178.3 million design-build contract was awarded by the Commonwealth Transportation Board (CTB) to Shirley Contracting Company to complete Segment III of the I-64 Capacity Improvements Project. This segment will add a lane in each direction for 8.2 miles, from about 1 mile west of the Lightfoot Exit to 1 mile west of the Humelsine Parkway/Marquis Center Parkway Exit in York County.
Project improvements will include:
- Full-depth reconstruction of existing travel lanes and outside shoulder
- The addition of one 12-foot-wide travel lane and one 12-foot-wide paved shoulder in each direction
- Lengthening of acceleration and deceleration lanes
- Repair and widening of four mainline bridges and replacement of existing bridges over Queens Creek
- Repair/extension of three major box culverts
VDOT will issue a notice to proceed to the design-build contractor in January 2018. Construction is estimated to be complete in September 2021.

Recently Completed:
- Pile driving at all nine bridges (Jefferson Avenue, Penniman Road, Yorktown Road, Burma Road, and Exit 243B ramp.)
- Installation of overhead sign structure foundations.
- Installation of stay-in-place deck forms for the Exit 243B Ramp Bridge.

- Continue clearing and grubbing operations outside of the eastbound lanes from Jefferson Avenue to Burma Road.
- Continue maintenance work throughout corridor, including striping, tree trimming and pothole repairs.

- Form, Resteel & Pour operations at the Yorktown Bridge, Penniman Road Bridge, Burma Road Bridge, Exit 243B Ramp Bridge, and Jefferson Bridge.
- Spot repairs and paint removal at Burma Road and Exit 243B Ramp bridges.
- Hydrodemoliton of existing deck on Penniman Road bridges.
- Placement of subbase layer of cement-treated crushed concrete, open grade drainage layer, and base layer of CCPR material.
- Full-depth reclamation operations in the existing inside lanes.
- Installation of pipe and drainage structures in the median.

Governor McAuliffe Marks Opening of a Wider I-64 on the Peninsula
Segment I roadwork completed on time and on budget
NEWPORT NEWS – Governor McAuliffe today marked the opening of a wider I-64 on the peninsula with a ceremonial ribbon cutting. Unlocking one of the Peninsula’s biggest bottlenecks has been a priority for Governor McAuliffe and today’s completion of the Segment I widening work marks a significant step forward in the overall project. Segment I of the widening effort was completed on time and on budget.
“My administration has worked tirelessly to relieve the gridlock in Hampton Roads and today I am proud to celebrate the widening of I-64 on the Peninsula, which came in on time and under budget,” said Governor McAuliffe at the ribbon cutting ceremony. “This important project was truly a team effort between the state, regional and local government, the private sector and the community. The widening of I-64 on the Peninsula is yet another step forward in our efforts to build a transportation system that helps our new Virginia economy thrive.”
Nearly six miles of Interstate 64 between Jefferson Avenue and Yorktown Road is now open with an additional travel lane and shoulder in each direction. The widening work was completed by Shirley Contracting Company of Lorton, Virginia and is the first of three independent segments to be widened. The fast-tracked project was delivered in 22 months at a cost of $122 million. The project was the first to make use of Hampton Roads Transportation Fund revenues, with $44 million of funding provided by the Hampton Roads Transportation Accountability Commission.
Secretary of Transportation Aubrey Layne said, “Today’s event is truly a celebration of these types of significant improvements, which is exactly what is needed to build and maintain a reliable transportation systems that are essential to growing the new Virginia economy.”
Segment I work also included the repair and widening of four bridges at Fort Eustis Boulevard and the Lee Hall Reservoir, the lengthening of on-and-off ramps at Fort Eustis Boulevard, and the addition of low-maintenance landscaping along the corridor’s median.
Work is already underway on the widening of Segment II to Route 199. Over the next four years, another travel lane and shoulder will be added in each direction along 15 miles of I-64, all the way to exit 234 (Lightfoot).

Segment I Nearly Complete At Two-Year Milestone
Last month, Segment I celebrated its two-year construction anniversary.
The groundbreaking held on Sept. 8, 2015.
With nearly two months left of construction, crews are finishing the placement of the base and surface asphalt and preparing to open both the new and revitalized lanes, from west of Jefferson Avenue (Exit 255), to just east of Yorktown Road (Exit 247). This will happen by the end of the year.
Crews will also be seen placing the finishing touches to the ramp extensions and bridge repairs at Fort Eustis Boulevard, to the rebuilt Industrial Park Drive bridges, to the Lee Hall Reservoir bridge repairs, noise wall placement and landscaping in the median.
Motorists can expect some traffic shifts back to the outside lanes to allow for the final landscaping and shoulder work in the median.

Segment II Base Pavement Goes Green
Cold Central Plant Recycling
New lanes are being constructed using cold central plant recycling (CCPR). CCPR uses reclaimed asphalt pavement (RAP), created from the road millings of construction projects around the region.
Unlike hot-mix asphalt more commonly used in road projects, CCPR is placed onto the roadway without using heat.
Crews pave the CCPR atop a drainage layer covering the sub base layer of recycled crushed concrete.
This results in 18 inches of pavement foundation produced almost entirely of recycled materials.
Using CCPR helps reduce stockpiles of existing RAP, as well as reduces the overall cost of project materials and environmental impacts.
The first test run of the CCPR process was done for Segment II September 29, in the median near Penniman Road in York County.

Full Depth Reclamation
The first test run of the full depth reclamation (FDR) process for Segment II took place October 18, in the median west of Penniman Road.
FDR recycles the pavement from the existing lanes back into the new structure.
The existing asphalt layers will be pulverized, the material will be processed and compacted with a stabilizing agent and the end product will be used to create a new base followed by an overlay placed on top.
This process saves time, money and materials by reusing resources, reducing the amount of new and old materials being transported and performing the recycling and reconstruction process on-site.

Public Hearing Held For Segment III
On Thursday, May 18, 2017, more than 300 citizens, and three news outlets, turned out at Bruton High School to learn more about the third segment of the I-64 Widening Project in York County.
VDOT representatives and design consultants were on hand to answer questions about the proposed plans and address potential concerns about the new three-lane section of I-64.
This $311 million project extends from the point where the Segment II project ends at Humelsine Parkway (exit 242) to Route 199, Lightfoot (exit 234).
The turnout included a large group from the Queen’s Lake neighborhood, along with state Sen, Monty Mason (D-Williamsburg) and Del. Brenda Pogge (R-James City / York counties).
In addition to a 12-foot travel lane and full shoulder in each direction, the improvements include pavement reconstruction of existing lanes, repair and widening of four bridges and three major culverts and the replacement of the two Queen’s Creek bridges.
Reduce, Reuse, Recycle: Segment II Pavement
Full depth reclamation is an innovative process being utilized in Segment II (and eventually in Segment III) that will recycle the pavement from the existing lanes back into the new structure.

Segment I Traffic Shifts Complete
The new 12-foot travel lanes and 12-foot shoulders are now in place, in both directions, on Interstate 64 throughout the Segment I limits, from west of Jefferson Avenue to just east of Yorktown Road.
The traffic shifts to these new lanes are now complete and allow work to continue on the outside existing lanes.
Concrete pavement is being patched and an overlay will be installed.
New pavement will eventually extend across all lanes, creating a smooth surface by the Segment I completion date of December 2017.

DESIGN PUBLIC HEARING TO BE HELD ON PROPOSED PLANS FOR THIRD SEGMENT OF I-64 WIDENING PROJECT

SUFFOLK — The Virginia Department of Transportation (VDOT) will hold a design public hearing on Thursday, May 18, to present the proposed plans for the third segment of widening improvements on Interstate 64 in York County.

Traffic Shifts Throughout Segment I Of The I-64 Widening Project
In the next month, traffic shifts will occur on Segment I.
The shifts will move the two existing concrete travel lanes to the left, onto the new travel lanes in the median.
These shifts are in no particular order.

ANOTHER SPEED LIMIT REDUCTION POSTED FOR SECOND SEGMENT OF I-64 WIDENING PROJECT
NEWPORT NEWS — Starting the morning of Friday, February 17, 2017, the speed limit on Interstate 64 East from Route 199 (Humelsine Parkway, exit 242) past Lee Hall (exit 247) will be reduced to 55 mph during construction of the I-64 Widening Project.
Motorists are advised to obey the reduced speed limit and drive with caution when traveling in the construction area.
A reduced speed limit is already in effect in the westbound direction of I-64 within the project limits.
In addition to the reduced speed limit, traffic impacts will be as follows:
- Weeknight single-lane closures, Sunday, February 19, through Friday, February 24, beginning as early as 7 p.m. and ending as late as 6 a.m. the following morning. One travel lane in each direction will remain open at all times. All work is dependent upon weather conditions.

- Pavement markings installed and I-64 West traffic shifted to the left onto the new median pavement east of Industrial Park Drive

Coming Soon: New Traffic Pattern And Speed Limit Reduction Westbound on Segment II
A traffic shift and new speed limit on Interstate 64 west between Route 199 (exit 242) and Yorktown Road (exit 247) will start this month in support of construction of the second segment of the I-64 Widening Project.
The traffic shift is expected to take place starting within a week, and 55 mph speed limit enforcement is anticipated to begin mid-January.
Motorists are advised to obey the reduced 55 mph speed limit and drive with caution in the construction area.
Traffic will be shifted to the newly reconstructed outside shoulder lanes in preparation for the placement of the temporary concrete barriers along the median of the project in the narrowed left travel lane.

- Continuing grading of the stormwater management pond east of Lee Hall Reservoir

Weeknight east- and westbound alternating single-lane closures, Sundays through Thursdays, beginning as early as 7 p.m. and ending at 5 a.m. the following morning between Jefferson Avenue (exit 255) and Route 199 (Humelsine Parkway) (exit 242).
One travel lane in each direction will remain open at all times.
All work is dependent upon weather conditions.
Traveling in the Work Zone:
Truck traffic on I-64 West is now restricted to the right lane between Jefferson Avenue (exit 255) and Yorktown Road (exit 247).
A reduced 55 mph speed limit is also in effect 24/7 in this area in both directions.
